Clarence was born on July 24, 1910 in Briggs, Burnet County, to Fred and Ellen Barrett. Because his grandfather owned cotton gins in several cities in Central Texas, Clarence moved many times. He moved to Fort Worth in 1932 and worked as a Maytag repair man. He worked several places as the hotel and motel manager. Clarence met his wife, Elizabeth, at Theo's Restaurant in downtown Fort Worth. They were married in September of 1938 and were together for 57 years.
His military career included the Civil Air Patrol, flying anti-submarine patrols, teaching navigation, cryptographer and control tower operator with the Army Air Corps.
Once he returned home from the war, he managed many hotels and motels until he retired at the age of 79.
