Allen was born June 5, 1930 in Princeton, Indiana to George (George) Allen Mossman, Sr. and Sarah (Camden) Mossman. He was their only child. He attended school in Indiana until high school when the family moved to Elkins, WV., where he met his wife Jessie Belle Weese. He attended Elkins High School and attended West Virginia University before being drafted into the Air Force. After serving his country in the Korean War stationed in Saudi Arabia, he returned to his wife and started a family in Wilkinsburg, Pennsylvania. Allen started a life-long career with The Boy Scouts of America at that time. Allen worked for The Boy Scouts of America in various capacities, one of which was scouting for places to move the BSA headquarters from North Brunswick, New Jersey to Irving, Texas. He found the perfect location and moved his family to Texas in 1979, and built a home in Grapevine, Texas, where he remained until his death. Allen retired from the home office of the BSA in 1992 in Irving, Texas as National Director of The Order of The Arrow. Allen had an illustrious career with the Scouts, and it was clear scouting was his life mission. He was extremely proud that he had the privilege of taking scouts to present the Annual Report to the Nation to the President of the United States, including Ronald Reagan, George Bush Sr., and Bill Clinton.
